According to a ex- high-ranking official from the UK's largest police force, police departments are now required to publicly share the ethnic backgrounds of suspects in response to a surge in far-right speculation on social media platforms.

Recent Incident: Knife Attack on Train in a UK County

Early Sunday, UK rail authorities reported the detainment of two men after a mass stabbing on a railway carriage in the region. One suspect, a 32-year-old black British national, and another, a 35-year-old of Caribbean descent, were initially held. Later, the older suspect was freed with no further action, and police confirmed he had no connection in the incident.

New Guidance to Combat Misinformation

In August, new guidelines were issued to tackle the dissemination of false narratives on social media, which had escalated after the deadly attack of three schoolgirls in Southport last summer.

Yet, campaigners warned that this approach could unintentionally encourage an excessive focus on the racial background of those accused and fuel further rightwing conspiracy theories when information are not shared with the general population.

Insights from a Former Officer

A former chief superintendent, who served in the UK's largest police force, described the need for police to reveal the ethnicity of individuals in cases involving ethnic minorities as an "unintended consequence".

“At the time the guidelines were introduced, I cautioned that there might be a risk of police being expected to disclose details in every instance,” he stated.

He expressed understanding for his former colleagues in the force, explaining that they are “damned if they do and damned if they don’t”. “Pressure mounts due to rampant far-right speculation on social media following significant events, focusing on suspect backgrounds.”

Response from Officials

A Conservative MP, whose constituency includes the area where the train halted, called it “unfortunate” but essential for authorities to swiftly release the ethnicities of those detained.

“I don’t like it. I understand why they do it. I think they actually have to do it now,” he remarked, adding that online platforms are used to advance narratives, making it vital for police to provide facts to counter rumors.

Extremist Manipulation of Events

Prior to the official disclosure, conservative figures had demanded a quicker action. For instance, Chris Philp urged for prompt sharing of identity details, while Nigel Farage posted on X that the people should be informed “without delay”.

Additionally, extremist profiles online sought to manipulate the event. A profile named “UK Nationalist”—with nearly 5,000 followers—shared an baseless allegation that a knife-wielding man had been yelling a religious phrase.

Persistent Doubts

Even after authorities confirmed that the suspects were British nationals, certain figures continued to insinuate that information was being concealed. A former Reform UK co-leader stated it was “almost inconceivable” that the attack was unrelated to terrorism, despite official statements indicating otherwise.

Guidance Background

The guidance were developed by the National Police Chiefs’ Council (NPCC) in recognition of “public concerns” and to ensure police processes were “effective in today’s fast-paced information era”.

This move came shortly after a political party alleged that officials of concealing the details and immigration status of two men accused in a different incident in a UK county.

Previous Instances

In May, when a car ploughed into crowds marking Liverpool FC’s winning, local authorities disclosed that the suspect was a white UK national to dispels myths of a terrorist attack by an individual of Asian origin.

The NPCC emphasized that decisions on releasing such information would be made by individual police forces, taking into account broader moral and legal factors. Verifying a suspect’s immigration status would fall to the Home Office, not police.
